users! (radical, but hey…) because they are data subjects and owners, not data objects at the bottom of every project, platform, service, benefit, government, etc… meanginfullly, respecting agency, recognizing when it doesn't exist, sensitively, with legal,policy defaults, best practices, dialogue…
